Recommendation: Adopt The Following Pieces Of Legislation:
1. A Resolution Amending City Council Resolution No. 88654 C.M.S. To Increase The Amount Of Grant Agreements With Existing Violence Intervention Program Service Providers And To Award A New Grant Agreement To Progressive Transitions Inc. For The Provision Violence Intervention Services For A Total Grant Amount For Fiscal Year 2021-22 Not To Exceed Nine Million Eight Hundred Fifteen Thousand Dollars ($9,815,000); And
Missing Persons cases and Human Trafficking are undeniably connected - Traffickers are using social media and apps to groom and recruit children - The Bay Area has become a magnet for human trafficking - The Bay Area is one of three hot spots that are responsible for 80% of the human trafficking activity in the entire state- Human Trafficking Task Forces are established in S.F, San Jose, Sacramento, San Mateo, Contra Costa, the Silicon Valley and our own Alameda County- In 2020 the FBI initiated 664 investigations and 473 traffickers were arrested- As of November 2020 their caseload was more than 1800 pending trafficking cases- January 2021 the FBI’s “Operation Lost Angels” rescued 33 missing children in LA- June 2021, 4 traffickers were arrested in Pittsburg and 10 of their victims were rescued in Richmond, including a 14-year old girl-July 2021, 3 Stockton men in their 29’s were arrested in San Jose for trafficking and 4 victims were rescued- This epidemic requires our collective participation, it’s not for SOMEONE ELSE to fix! ! For 1622 robberies OPD has 12 authorized positions and 10 are filled. For 6905 burglaries, OPD has 7 positions. Pay attention to this, for 4157 missing persons cases, OPD has only 2 authorized positions and that staffing level has remained the same since 2008. Before you increase funding to DVP to $9,815,000, add staffing to OPD's Missing Persons Unit.
