    My name is Ray Leon, and I strongly request that this Council move to NOT VOTE on the proposal being presented today by AASEG. I urge this Council to follow what has been adopted on the July 6th Agenda, which is to allow staff to evaluate ALL active proposals and return with a recommendation to the Council to negotiate with the proposal that benefits the City of Oakland (whichever proposal that may be). This item today undermines the process, and is can be deemed unethical when the sale of Public Property is being presented to the Council. To embrace 1 Councilmembers’ desire to hear this item becomes, not only self-serving, but negates what’s best for the entire City prior to a full evaluation. You are “custodians” of the residents of Oakland, and thus, you all have the obligation to weigh ALL proposals simultaneously.

    An ungentrified African-American presence in control of the Coliseum would be excellent for Oakland and the world at large.

    I was under the impression that Vice Mayor Kaplan was recommending the LEASE of the Coliseum to the AASEG, but this item mentions a purchase and sale agreement. I am strongly opposed to the City selling ANY of our public land, a policy that the Council itself, including Vice Mayor Kaplan, voted on years ago. I also want to agree with Alvina's comment. Any development at the Coliseum needs to include a robust community benefits agreement, including a significant percentage of deeply affordable housing; tenant protections; living wages; targeted and fair chance hire; environmental protections; and investments into our open spaces. Any development at the Coliseum must be through a LEASE and not a SALE and be done EQUITABLY so the community actually benefits.

    As a resident of District 6, living less than a mile from the coliseum, I am deeply concerned about the potential sale or lease of this large public land and development area. While it sounds promising, I want to ensure that any negotiations moving forward creates the highest benefit to the community at large and specifically to the neighborhood it has been impacting for decades. Community Benefits that need to be considered are deeply affordable housing, tenant protections, living wages, targeted and fair chance hire, high standards of environmental protections and remediation, and investments into our open public spaces that are safe and increase our community vibrancy. Oakland is experiencing a housing crisis, a homelessness crisis, and an inequality crisis. Any large-scale development on public land must address these crises and work to alleviate them, especially for East Oakland.
    Developers need to invest in the people of East Oakland if they want to develop there.
