Recommendation: Receive An Oral Report And Recommendation From The Police Chief On The Action Plan To Address Violent Crime, Including: (1) How Does Deployment And Overtime Strategy Lead To Outcomes Reducing Violent Crime; (2) How Is The Oakland Police Department Collaborating With Department Of Violence Prevention On The Highest Violent Crime Beats And The Reported Small Number Of People Committing Crimes; (3) Identifying The Units, Number Of Officers, Budgeted Amount Focused On Violent Crime And Investigations; 4) Identifying Vacant Positions Focused On Violent Crime And Investigations, Including Gun Tracing Positions; And 5) Data On Attrition Rates Of OPD Officers
Jamie Omar Yassin reported today "OPD lost 142 sworn officers in FY19-21. With an average of 17 viable cops produced from each academy, it would take 8 academies per budget cycle at a cost of over 30 mil to break even. Broken system.". Find the root of the problem and fix it, and in the meantime focus on removing jobs from the police that they shouldn't be doing such as responding to mental health emergencies.
To better understand the attrition rate of OPD officers, this report should include Police Academy data i.e. loss of cadets after graduation, graduates after field training and graduates choosing to work elsewhere.
