3.4 21-0373 Subject: Pursuit Homeless Intervention Site From: Vice Mayor Kaplan Recommendation: TITLE CHANGE OLD TITLE Adopt A Resolution To: 1) Work Together Strongly To Pursue Funding For These Efforts, Including With County, State And Federal Partners, And For Funding. For The Second Year And Beyond For Existing Sites, 2) That The Administration And Attorneys Will Work Together To Ming Forward To Council Any Needed Authorizations 3) That Staff Are Invited To Also Bring Forward Any Other Sites They Wish To Recommend For Council Consideration And Add Solutions After Sites 4) Staff Are Requested To Report Back On Costing, Options, And Needs To Open Sliding Scale RV Or Vehicles Campgrounds With Sanitation NEW TITLE Adopt A Resolution Addressing The Homeless And Housing Crises In The City Of Oakland By: (1) Authorizing The City Administrator To Implement The Following Actions: a. Waive The Competitive Bidding Process And Enter Into Professional Services Agreements With Sustainable Urban Neighborhoods In An Amount Up To $2 Million Each For Site Preparation Work At The City Owned And/Or Leased Parcels Designated For Homeless Interventions For A Grant Term Of June 1, 2021 Through June 30, 2022; b. Waive The Competitive Bidding Process And Enter Into A Professional Services Agreement With Tiny Logic, LLC, In An Amount Up To $350,000 For The Support And Management Of A Co-Governed Interim Intervention, Location To Be Determined, For A Grant Term Of March 1, 2021 Through June 30, 2022; c. Enter Into A Grant Agreement With Housing Consortium Of The East Bay (HCEB) In An Amount Up To $1.5 Million For Services And Operation Of An Interim Housing Site At The City Owned Parcel On East 12th St And 2nd Avenue For A Grant Term Of July 1, 2021 Through June 30, 2022; d. Direction To Pursue A License With HCEB For Use Of City-Owned Property At East 12th St And 2nd Avenue, Subject To The Rights Of Developers Under The Disposition And Development Agreement (DDA), For An Amount Less Than Fair Market Value To Operate And Manage An Interim Homeless Intervention; e. Work Will Continue On A Lease With Bart For The Use Of Three Adjacent Parcels, Pending Availability: 3924 Martin Luther King Way (APN # 12-969-29), 645 40th Street (APN # 12-969-30), And 40th Street (APN 12-969-41-2) For The Express Purpose Of Providing An Interim Homeless Intervention; f. Work Will Continue On Developing An Interim Homeless Intervention On The Caltrans Property At 3rd And Peralta (Portion Of APN 18-380-3-5); g. Work Will Continue On Lease/License, And Homeless Intervention, Including With Lao Family Community Development, For The City Owned Parcel At East 12th Street And 23rd Avenue In District 5; h. Work Will Continue To Pursue Homeless Interventions And/Or Safe Parking At The City-Leased Property At 2201 And 2601 Wood Street (APNs7-581-10-3, 7-581-9-1 And 7-581-8-1) And/Or, Subject To Environmental Remediation, The City-Owned Property At 1707 Wood Street (APN 18-310-14) ; i. Work Will Continue To Pursue A Safe Parking Site In District 6 At Private Property At 71st Ave And International Boulevard (APN 39-3310-33) j. Work Will Continue To Pursue A Safe Parking Site In District 7 On City-Owned Property At 796 66th Avenue (APN 41-3901-4); k. Work Will Continue To Pursue A Safe Parking Site In District 5 At 4200 Alameda Avenue (APN 33-2203-4-4) l. Work Will Continue To Pursue An Interim Homeless Intervention In District 5 At The City Owned Parcel At 3801 Alameda Avenue (APN 33-2250-18-8 And 33-2250-18-6) m. Work Will Continue To Pursue A Grant Agreement With Lao Family Community Development Inc To Provide Shelter And Services At Motel 6 In District 7. n. Work Will Continue To Pursue The Motel/Hotel Options Provided By The District 4 Council Member, And To Seek HomeKey Funds To Implement And, (2) Directing The City Council And Administration To: I. Work Together Strongly To Pursue Funding To Develop Sites For Homeless Intervention Efforts, Including With County, State, And Federal Partners, And For Funding For Fiscal Year 2021-2022, The Second - Fiscal Year 2022-2023 And Beyond For Existing Sites And New Sites Identified; II. Direct The Planning And Building Department To Review And Report Back To Council With Action To Regulate And Permit RV Parks In Oakland, With Specific Requirements; And Affirming That The Declaration Of Emergency By This City Council Includes Authorization To Setup RV Parking As An Immediate And Interim Intervention; III. Bring Forward Any Other Sites That Staff Also Wish To Recommend For Council Consideration With Suggested Homelessness Intervention Solutions For Such Sites; And, IV. Have Staff Report Back To Council On Costing, Options, And Needs To Open Sliding Scale Recreational Vehicles Or Vehicles Campgrounds With Sanitation And Dump Stations; And V. Directing The Attorney And Administrator To Bring Back To Council By June 15th, Any Further Needed Ordinances Other Actions Needed For Implementation; On The June 1, 2021 City Council Agenda On Non-Consent
