8 21-0267 Subject: OPD Automated License Plate Reader Privacy Policy and Options

Recommendation: Adopt One Of The Following Policy Options:
1) Adopt A Resolution Approving The Oakland Police Department (OPD) Automated License Plate Reader (ALPR) Surveillance Use Policy (SUP) And Surveillance Impact Report (SIR); Or
1/9/21 Tatiana Sunshine Dugger, 7/6/19 Theola Polk, 3/25/20 Anika Crane, 8/16/20 Priscilla Castro. Tatiana Sunshine Dugger isn't the first OPD missing person to be killed. All of the aforementioned missing persons were associated with a vehicle. It is possible if their license plates were immediately entered into OPD's ALPR database, maybe OPD or a neighboring law enforcement agency would've located one of these community members alive. The active policies and draft policies for OPD's ALPR, cellular-site simulator and UNMANNED AERIAL SYSTEM-Drones all include locating missing persons in the list of "authorized uses" for these new technologies. All of the current OPD policies and proposed draft policies outline how these tools can be used in exigent circumstances without a requirement of a warrant.
Don't deny the undeniable connection between missing persons cases, human trafficking and too often murder. When there is technology available to solve these cases, to protect human life and to apprehend wanted criminals, you have a responsibility to use it. Instead of choosing to throw out the baby with the bath water, make OPD accountable to provide the data and annual reports that you've requested and that are also required by the Califonia State Auditor. Make OPD institute sufficient monitoring. Do not eliminate OPD's usage of their Automated License Plate Reader technology because when used correctly, it has the potential to save lives.

I have had both a vehicle and a license plate stolen in the past year, vehicle and license plate theft is rampant, delays in recovery can cost the owner thousands of dollars (my car was totaled after repeated use in the 4 weeks it was missing). The ALPR tools are essential in addressing this type of crime, let's use technology so staffing budgets and funds to address the root causes of crime and be allocated more resourcefully.
Please approve continued use of this technology.

This technology is an essential tool in the fight against vehicle theft, and has very little overall effect on the privacy of citizens. Please APPROVE continued use of this technology. My truck was stolen last week, I know.
