Recommendation: Adopt A Resolution In Support Of Assembly Bill 937 (Carrillo), The Vision Act, Which Would Ensure That Local Law Enforcement And Other City/County Agencies Are Not Engaged With Immigration Enforcement In Any Manner, Unless Required By Federal Or State Law
I strongly support the VISION Act (AB 937, Carrillo), which would end ICE transfers from local jails and CDCR. ICE transfers often result in permanent family separation, prolonged ICE detention, and significant trauma and hardship on refugee and immigrant communities. The VISION Act, authored by Asm. Carrillo, is supported by a large coalition of criminal justice and immigrant rights organizations, as well as strong legislative support.
I urge that the City of Oakland continue to protect criminalized immigrants and refugees by passing the city resolution to support the VISION Act. ICE is a relatively new government agency rooted in racist policymaking. It has caused much more harm than benefit to immigrants and people of color. There are countless stories of immigrants who have been caught up in the prison industrial complex as a result of ICE raids and detention. As an attorney, I've worked with clients who have suffered directly as a result of this system. Many individuals who are sentenced to prison for criminal offenses end up being traumatized twice - once by incarceration for the offenses, and again upon release, by ICE officers who pick them up and immediately transfer them to ICE custody for deportation. This is an abhorrent practice that only works because local law enforcement and prisons choose to cooperate with ICE, despite no legal obligation to do so.
Please put an end to the harm that ICE inflicts on the Oakland community by supporting the VISION Act.

We monitor the human rights abuses faced by immigrants detained by ICE through a national hotline and visitation network. Since our founding in 2011, Freedom for Immigrants has documented thousands of abuses in immigration detention reported by hundreds of individuals who have been funneled from California jails or prisons to ICE detention. ICE transfers often result in permanent family separation, prolonged ICE detention, and significant trauma and hardship on refugee and immigrant communities. This harmful practice has longed impacted the City of Oakland and immigrant families in Oakland. The VISION Act is supported by a large coalition of criminal justice and immigrant rights organizations, as well as strong legislative support.
I support AB 937, The Vision Act, and support this resolution. We need to stand in our values and end ICE transfers from local jails and state prisons.
I strongly support this resolution! As an immigration attorney, I see every day the ways our cruel immigration system harms hard working residents. There should absolutely not be any collaboration between our law enforcement/other agencies and DHS/ICE. Any such collaboration is not representative of Oakland's values as a welcoming and diverse community.
ICE is unnecessary and inhumane. I support all legislation that will defund and dismantle this racist political tool. Please stop the incarceration and deportation of people by, for and with ICE.
