    I’m not clear of the expectation of this declaration. Will it do anything to help or will it otherwise perpetuate (grow the number of unhoused) or sustain the unhoused population? Or is this declaration a precursor needed to seek monies/grant from the federal, state or just bedrock for another City measure. It would be immensely appreciated if it was clarified.
