3.12 21-0192 Subject: Amnesty Program To Register Unpermitted Accessory Dwelling Units (ADU) From: Councilmember Gallo Recommendation: The City Of Oakland Has Many Housing Units That Have Been Developed Over Time Without Building Permits. These Units Provide Much Needed Housing, Tend To Be Naturally Occurring Affordable Units And Fulfill An Important Niche In The Housing Market. These Units, Which Generally Represent One Or Two Units Carved Out Of Ancillary Spaces Like Laundry Rooms Or Storage Areas, Or Which Have Resulted From Modest Additions In Otherwise Existing, Legally Permitted Multi-Family Buildings, May Exceed The Number Of Dwellings Permitted By The Zone Or Otherwise Be Out Of Compliance With Underlying Zoning Regulations And Development Standards. Proposed Remediation Is To Create An Amnesty Program To Register And Bring Unpermitted Accessory Dwelling Units Into Code Compliance In Order To Enable The City To Track The Number Of Such Units, As Well As Ensure The Safety Of The Occupants Of Those Units Via Inspection By Planning And Building Staff; On The April 27, 2021 Community And Economic Development Committee Agenda
