    The 77th Avenue homeless encampment to this day is still blocking vehicular traffic to and from Lakeside Recycling, depriving it of critical access to emergency services, and truck deliveries for over one year. Although the K rails were installed in October 2020 to keep the homeless encampment from spilling into the streets, the lack of any parking enforcement has allowed cars to double park right in front of the barriers throughout the day. This 80 plus year business has no choice but to be forced out of Oakland, unless quick decisive action is taken. Please put back on the agenda the urgent need to carry out the recommendation in the Supplemental Homeless Encampment Management Report submitted on 2/20/20 by Joe DeVries to develop a Resolution to address the outsized impact of encampments that partially or fully block vehicular access to businesses, and provide adequate funding and enforcement to prohibit homeless encampments from extending into vehicular lane of traffic.
