7 21-0035 Subject: Purchase Of Bike Lane Street Sweeping Equipment

Recommendation: Adopt A Resolution Appropriating Fund Balance From Fund 2211: Measure B Local Streets And Roads In An Amount Not To Exceed Seventy-Five Thousand Dollars ($75,000) For The Purchase Of Equipment To Sweep Bicycle Lanes In Accordance With The City's Purchasing Programs And Policies
Oakland’s Bicycle and Pedestrian Commission (BPAC) supports this purchase of a mini-sweeper to keep our new bike lanes clean and, more importantly, safe for Oakland cyclists. BPAC supports the City’s continued efforts to create separated bike lanes and believes this is a critical and necessary investment to maintain them as useable means of transportation.
As physically protected bike lanes continue to be implemented around our City, it is essential that we have the means to clean them appropriately. Bike lanes that are not swept become littered with broken glass, trash, and debris. If we cannot effectively maintain protected bike lanes, which cannot be cleaned by normal street sweepers, then they will not be used by a wide ranger of Oaklanders. This small expense will reap enormous dividends as bicycling grows throughout the City, reduces auto trips, lessens wear-and-tear on our roads, lengthens the effective life of pavement, and saves the City money on its repaving obligations.

Please purchase this equipment to improve the safety of the new protected bike lanes. The existing sweepings wash all kinds of dirt and debris into the bike lanes which make them unsafe. This would be an excellent solution for keeping the lanes clean regularly.
Writing in as a cyclist and commuter in Oakland who opts for sustainable methods of transportation (such as biking). Biking in Oakland is dangerous. Roads that have dedicated bike paths frequently have significant debris in them, especially huge amounts of shattered glass, that make biking in the designated lane as dangerous as riding in traffic sometimes. A vehicle to sweep these lanes can help address this.
I support the purchase of this mini sweeper, which will not only keep our bike and pedestrian infrastructure clean and safe, but also help avoid storm drains from being blocked resulting in flooding, and intercept trash and debris before it enters the storm water system out to the bay.
