3.2 20-0761 Subject: Electric Bike Share Program
From: Transportation Department
Recommendation: Conduct A Public Hearing And Upon Conclusion Adopt An Ordinance Amending Oakland Municipal Code Title 10 And Title 12.08 To Rename The Dockless Scooter Share Program To Dockless Vehicle Share Program And Include Dockless Electric Bicycles And Tricycles As Eligible Vehicles For Permits Under The Dockless Vehicle Share Program
Please do not adopt this ordinance. The dockless scooter program is a disaster, both environmentally and for the ADA. We absolutely do not need more dockless vehicles littering our streets, sidewalks, and the bottom of Lake Merritt. The extremely short lifespan of these vehicles, in addition to the emissions created by drivers picking them up from all over the city for charging, make them a disaster for the environment. Moreover, studies have shown that use of these vehicles does NOT replace car trips — instead it discourages walking and the use of public transit. Scooters and other dockless vehicles are a net negative for Oakland. Just say no!
