    As a 14 year resident of Rockridge, it has been heartbreaking to watch increasing numbers of our neighbors living on the street over the past few years. As a society, I believe we have a moral imperative to care for those in our community who are experiencing hard times, especially now, as COVID-19 and wildfires are making unsheltered life even more difficult and dangerous than usual. Rockridge can and must do better, which is why I support the creation of supportive housing for the homeless at Clifton Hall.

    I grew up in Oakland and still live here, and have watched the city become unaffordable for most, with those at the bottom of the income ladder increasingly pushed into homelessness.

    The CCA site is a perfect place to construct housing and deliver services in aid to our unhoused neighbors.

    Transitional and affordable housing in middle-class areas is the proof of a city's commitment to equity. Opportunities to provide this, however, are rare. Recently, a neighborhood group in Rockridge, "Upper Broadway Advocates," came out hard against the adjacent CCA tower development, which is now, as a result, considered unfeasible.

    Most members proclaimed a willingness to add affordable and transitional housing at the site instead, however. So parochial neighborhood sentiment - insofar as that should get consideration when we are working on the broader societal problem - should be largely supportive here.

    Please follow through with the bold plan. Get something done - and do the right thing!

    I live near Clifton Hall (on Broadway Terrace in D1) and strongly support the creation of more affordable housing in Rockridge and throughout Oakland. This is a desperate need in our community and is a well-served site near transit. Please act now.

    I support this, with a couple of heartfelt suggestions: 1. Please maximize the space for housing, and minimize offices. Housing is precious to the homeless, and acquisition of a building of this size and footprint is a tremendous accomplishment, and a huge step in the right direction. Surely much of the first/ground floor can be used for housing. With a housing need that currently exceeds 1000 individuals each day, how can such a large amount of space be allocated for offices, especially since many office workers can work remotely? If the goal is to House the Homeless, then let's keep to that purpose and goal. 2. Please consider making housing available to all homeless individuals, not only the elderly or those deemed "more at risk" for Covid19. Everyone is at risk for this disease. All homeless people need to have an alternative to living on the street. Living on the sidewalk is not safe shelter. Encampments are a health and safety crisis for those in them and in the surrounding areas. Garbage, feces, and pests like rats are ever increasing hazards. Encampments are also magnets for increased violence, blatant drug dealing, drug use and crime in the neighborhoods where they are allowed to exist, persist, and grow unchecked. The vast majority of folks in the encampments do not have or wear PPE, so the spread of Covid19 is a real community danger. Our health, safety and freedoms have been put at risk, and now is the time to do the best we can for those in need. Thank you.

    Notice to City Clerk: Letter is submitted as Public Comment - for which there is no active 'comments' link on this web site.

    I am writing to request your immediate attention and action to dismantle and remove the encampment that has spread across and around the junction at Martin Luther King Jr. Way, West Grand Ave. and San Pablo Ave. There is clear and present danger presented by the poor environmental, health and safety conditions in the encampment, which has existed there for more than 2,000 days.

    Tents and lean-tos, forcing pedestrians to walk into high-traffic roadways, posing risk to both the pedestrians and drivers, block sidewalks. The absence of lighting under the freeway heightens the risk of crime and personal injury. There is poor air circulation. The area reeks of human waste. Mountains of trash containing biohazardous materials liter the roadsides. One portable toilet services a camp of more than 100 people.

    Drug Sales and Human Trafficking is rampant. Worse yet, this activity, along with the perpetrators and addicts, has spilled into the surrounding neighborhood, bringing to our homes and personal property invasion and vandalism. Most heartbreaking is the vast majority of people there are Black. At one of the most visible junctions within our beloved city, there could not be a more shameful indictment of Oakland.

    Respectfully, please take immediate action to appropriate funds and resources to clear the encampment and rehouse its inhabitants.

    I live near Clifton Hall, on the other stretch of Clifton Street just downhill from College Ave. I strongly support the proposal to buy Clifton Hall (5276 Broadway) and convert it to one floor of transitional housing for homeless families and two floors of permanent housing for very low-income seniors. The proposal meets an urgent need, takes advantage of a rare opportunity to repurpose a suitable building for low-income housing, is located near grocery stores and transit, and has benefited from thoughtful staff work. Thanks to all participating staff for their work on this project, and to Councilmember Kalb for introducing it to area residents earlier this week.

    I am in support of the city purchasing the Clifton Hall dorm building at the California College of the Arts (CCA) to create transitional housing for homeless families and permanent affordable housing for homeless seniors. These housing types are essential, and the city cannot miss this opportunity. I urge the Council to move this purchase forward quickly.

    I am a District 1 Oakland resident (94608). I am in support of the city purchasing the Clifton Hall dorm building at the California College of the Arts (CCA) to create transitional housing for homeless families and permanent affordable housing for homeless seniors. These housing types are essential, and the city cannot miss this opportunity. I urge the Council to move this purchase forward quickly.

    This is a great location for this type of housing, close to jobs and transit that enable people to get around the city and region without use of a car. It's sad to see the CCA campus go, but to have this type of development in it's place is wonderful. It also provides a direct solution to homelessness, which, I can't believe I'm saying this is, build homes for the homeless! Please, council, get this development going as quickly as possible.

    I am a resident of Oakland and strongly OPPOSE this measure, which will increase crime, open drug use, 911 calls, and trash in the area, degrade quality of life for everyone who lives nearby, while doing nothing to address the long-term causes and consequences of homelessness.

    I am a resident of Berkeley and a frequent visitor to Oakland and support this acquisition and conversion to a family shelter and permanent affordable housing for seniors. All cities across the broader East Bay need to contribute to housing supply to address the regional issue of housing insecurity.
