Recommendation: Adopt The Following Pieces Of Legislation:
1. A Resolution 1) The 2030 Oakland Equitable Climate Action Plan; 2) Receive Information On The Progress Of Reducing Greenhouse Gas Emissions; And
As a community organizer in District 2 at the Asian Pacific Environmental Network, I urge our councilmembers to do the following four things to make the Equitable Climate Action Plan successful:
1. Pass the ECAP without delay, done the right way: with equity at the center by including the Racial Equity Impact Assessment with the plan within the “therefore” clause of the resolution
2. Create a dedicated funding source for ECAP Implementation. Fund the Oakland Climate Action Network, in this budget cycle.
3. Strengthen the ECAP by adding language to:
a.) support for community-owned solar.
b.) change from 3 to 6 Resilience Hubs and 50 Resilience Spaces by 2025 and 12 Resilience Hubs and 100 Resilience Spaces by 2030 in frontline neighborhoods
c.) Prioritize and fund exploration of East Bay Public Bank
