12 20-0478 Subject: Pedestrian And Bicyclist For "Non-Violent" Violations
From: Council President Kaplan
Recommendation: Adopt A Resolution Seeking A Policy Recommendation From The Oakland Police Commission For Bicycle And Pedestrian Stops; And Adopting An Interim Moratorium On The Of Arrest Of Persons For Bicycle And Pedestrian Violations By The Oakland Police Department; And Requesting An Informational Report From The Oakland Police Department Regarding The Circumstances And Number And Demographics Of Bicycle And Pedestrian Stops, Tickets And Related Actions
As a resident of District 3, I strongly support this resolution and urge you to take further action to decriminalize minor pedestrian and bicyclist infractions and shift responsibility for handling these infractions away from OPD.
I strongly support this measure. Police do not need to be involved in pedestrian interactions for minor offenses. Arrests are completely unnecessary in these cases and should be stopped.
Resident of District 2 and absolutely support this measure - arresting people for such minor infractions is often a gateway to larger trumped up charges and to police brutality.
Resident of District 4 and absolutely support this measure - arresting people for such minor infractions is often a gateway to larger trumped up charges and to police brutality.
No more use of bicycle violations to profile and used to ramp up larger charges! I support the moratorium on arrests of people for bicycle and pedestrian violations!!
I fully support this measure. Pedestrian and bicycle violations are a joke, and an easy tool that can be used by the police to profile people and criminalize them. This has been noted by police officers themselves that riding a bike on a sidewalk or jaywalking are easy violations that can be used to drum up larger charges. These laws disproportionally affect those who are of vulnerable populations. I fully support the moratorium on arrests, and I would encourage the city council to look further to decriminalizing some of these offenses and removing them from the books entirely.
D1 resident and voter. I support and agree with this. Too many officers are uninformed about actual bicycle traffic and safety laws and used these stops/arrests as excuses to harass citizens doing no harm/no wrong.

I'm a resident of D1 and fully support thus measure. Pedestrian and bicycling stops/arrests disproportionately affect our Black and Brown community.
I strongly support this policy.
I support this, and further ask the council to move these functions out of the police department to prevent unnecessary interactions with the police.

I support this measure.
I support this measure and suggest council should consider permanently removing OPD from enforcing non-violent pedestrian violations.

I support the moratorium on police harassment of pedestrian abs bicyclists.
This will help make our community safer. Police should not be involved at all in this issue.

Another small way to bring embrace equity in our community. More measures like this, please! -a resident of D5
I support this and all efforts to restrict OPD's ability to harass and do violence to people.
I completely agree with this measure and support it fully. Thank you
