Recommendation: Adopt A Resolution On The City Council's Own Motion Submitting To The Voters For The November 3, 2020 General Municipal Election Proposed Amendment To City Charter Section 217 To Remove The $1,000 Limit On Fines For Ordinance Violations And Directing The City Clerk To Fix The Date For Submission Of Arguments And Provide For Notice And Publication, And Take Any And All Actions Necessary Under Law To Prepare For And Conduct The November 3, 2020 General Municipal Election
I’d like to thank Council Member Kalb for putting forward this resolution that would remove limits on fines for ordinance violations like illegal dumping. As a representative of Waste Management, the City’s garbage and organics collection provider, I can tell you that our frontline workers greatly appreciate your efforts to promote enforcement and abatement of this blight in our community. To give you a sense of the magnitude of the problem, and our efforts to address it, last month, one truck alone collected over 200 TONS of material at over 2000 locations in just one section of the City. We are working in partnership with the Department of Public Works to reach every corner of Oakland, but this work needs to be complimented by education and enforcement if we are ever to realize the fruits of our labor. We thank you for working through this resolution to build a more beautiful community that all Oaklanders can be proud of.

I thought the city could fine 1000 per day for violations not corrected
