3.1 20-0455 Subject: Five-Year Consolidated Action Plan And 2020/21 Annual Action Plan

Recommendation: Conduct A Public Hearing And Upon Conclusion Adopt The Following Pieces Of Legislation:
1) A Resolution: 1. Accepting And Appropriating A Total Award Of U.S. Department Of Housing & Urban Development Grant Funds In The Amount Of $14,617,844 For Community Development Block Grant (CDBG), Home Investments Partnership (HOME), Emergency Solutions Grant (ESG), And Housing Opportunities For Persons With Aids (HOPWA) Fiscal Years 2020-2022 Programs; 2. Accepting And Appropriating Coronavirus Aid, Relief, And Economic Security (CARES ) Act Funds In The Amount Of $2,723,889 Awarded To The City Of Oakland Under The ESG And HOPWA Programs To Prevent, Prepare For And Respond To The Coronavirus; 3. Authorizing The City Administrator To Prepare And Submit To The U.S. Department Of Housing And Urban Development The City Of Oakland Five-Year Consolidated Plan For Fiscal Years 2020-21 Through 2024-25 And The Annual Action Plan For Fiscal Year 2020-21; 4. Appropriating $850,000 In Revolving Loan Fund Program Income And Any Amounts In Excess Thereof For Housing Rehabilitation Activities Or Other CDBG-Eligible Activities; 5. Authorizing The City Administrator To Award Grant Agreements To Various Third-Party Contractors And Subrecipients Identified In Exhibit A Attached Hereto For Fiscal Years 2020-2022 CDBG, Home, ESG, And HOPWA Programs; And 6. Authorizing The Use Of General Purpose Funds To Pay Central Service Overhead Charges For The Emergency Solutions Grant And Housing Opportunities For Persons With Aids Programs; And
As a longtime Oakland resident, I support additional funding for Housing and Community Development. It is important that the majority of this funding be directed towards current Oakland residents and locally-owned business (especially businesses owned by people of color).
As the economic impacts from COVID 19 increase, our city's housing crisis will only deepen. As a District 2 resident and homeowner, I support the resolution to allocate US Department of Housing & Urban Development Grant Funds towards local community development and housing programs.
