2.21 20-0441 Subject: Zero Tolerance Policy For Racist Practices
From: Vice Mayor Reid, Councilmembers Gallo, McElhaney, And Taylor
Recommendation: Adopt A Resolution (1) Establishing A Zero Tolerance Policy For Racist Practices, Behaviors, And Actions Within The Oakland Police Department And All City Departments, Agencies And Divisions, And Units; (2) Urging The Civil Service Commission, Pursuant To Its Jurisdiction, To Adopt Rules Requiring The Disqualification Of Any Applicant For Employment For Specified Reasons, Including But Not Limited To The Uniformed Ranks Of The Oakland Police Department; And (3) Directing The City Administrator Not To Hire, And To Fire Police Officers And Other Employees For Such Specified Reasons
I must support this item. I feel some of the Police Dept Budget needs to support this initiative with training in Cultural Competency, Respect among co-officers, etc.
I suspect this will allow the city council to claim that something has been done, while allowing the OPD to continue its destructive and uncivil behavior. Nevertheless, I urge it to be adopted.
This policy is a good step, but must be followed by much more serious action. Additionally, I'm not convinced that this will make it past the police union, so it may be toothless.
I strongly support this policy. The OPD must be held accountable for its racist actions and behaviors. I would further advocate for a 50% reduction in the OPD budget, to directly assist in the COVID-19 relief.

This is a good but insufficient step in the right direction to reduce the systemic white supremacy in our police department.
