2.20 20-0436 Subject: Support For Federal Legislation On Police Accountability
From: Councilmember McElhaney
Recommendation: Adopt A Resolution To Support For Federal Justice In Policing Act To Hold Law Enforcement Officers Accountability In Court, Improve National Transparency Through Mandatory Data Collection, And Reform Police Training And Policies
I support holding police accountable, but vehemently oppose attempts to 'reform' policing. History has shown is that additional training of police does not protect citizens from violent and unwarranted attacks by police; any funds that are marked for additional training of police should instead go into creation of and training for community lead crisis response and restorative justice teams.
Yes, police need more accountability. OPD has a history of systemically under-reporting use of force and not properly investigating and holding their officers accountable for misconduct.
I am in support of this agenda item. It is critical to have federal standards on holding LEOs accountable. National data collection on police departments is also very important in order to understand police actions and trends in spending, actions, case resolution, and officer accountability. At this time there is no national database and it is impossible to create an accurate record of police killings or understand the efficacy of programs across departments and states.
Hopefully, this is only the 1st step; I support it.

This is symbolic, but is an obvious first step that must be taken.

Justice for Fred Collins July 17, 2010. >44 Rounds. 2 BART Police, 3 OPD. Call was for a Hispanic Subject...with screwdrivers.

I support this measure, but it cannot be the end of our action here.
Police must be held accountable for brutality and for upholding white supremacy.
