Recommendation: Adopt A Resolution Establishing An Appropriations Limit For Fiscal Year 2020-21 Pursuant To Article XIIIB Of The California Constitution
My name is Nicole Ferraro, I live in District 3, and I oppose this budget and support defunding OPD. A coalition of Oakland community organizations have made the following demands relevant to this proposal, which I support and urge the council to meet: (1) defund OPD by at least 50% and (2) invest the money into the Black community, based on their stated needs and in continued partnership with local Black-led organizations, including investments in healthcare, housing and education.

Please support funding of the MACRO (Mobile Assistance Community Responders of Oakland) as a pilot program to replace police with well-trained crisis intervention counselors and EMTs to respond to non-violent, non-serious-crime 911 calls with de-escalation, problem-solving, assistance and referrals to community resources as needed. This process is 1) lis a less expensive way to respond to non-criminal and non-violent emergency calls, 2) this proposed response is more compassionate and leads to better outcomes,
3) MACRO is been developed by Oakland community stakeholders and members, 4) shift money from the police department to helping people in various forms of crisis or distress, not criminal intent. This is a positive and important need to integrate with the 911 system to continue assisting those who need mental health services and save lives otherwise may be taken due to a police response.
