I oppose the use of Measure Q funds to support three police positions. This is not what the community asked for and in light of the current and past behavior of the Oakland Police Department it would be totally irresponsible to do so.

Dear Council Members Kaplan and Kalb,
I am a long-time resident of District 1 and I vehemently oppose the proposal to fund three-FTE positions from reallocations from Measure Q Fund 2244 which were earmarked for the homeless. Police were in no way part of the ballot measure. This money was earmarked to aid homeless and support parks. Should the council approve this allocation, I kindly request that the council explain to the public what other options were considered and why they were not chosen.

Under the backdrop of nationwide protests for decades of over-policing and a political environment in which police were yet again instigating violence within our community as recently as last night, I find it only necessary for our representatives to kindly tell interim Police Chief Manheimer to shove it and request that OPD's budget which already makes up the majority of discretionary funds be diverted to clear the shortfall.

It has never been clearly that police are not the route to community safety. A large portion of their budget needs to be moved to non-police response teams NOW! To be taking money that what intended for another purpose is unconscionable.

In full consideration of the Oakland Police Department's actions against peaceful protesters, it is inappropriate to transfer payment for three police positions from the Measure Q funds. The funds should instead be allocated to community based homeless outreach programs. If possible the Homelessness Unit positions should continue to be operated through the General Purpose Fund at the expense of purchasing needlessly militaristic equipment or other police positions.

I am writing to address the role policing should have in the upcoming budget, both in the general fund and the use of measure Q funds for three positions in the police department's homelessness unit. We are in a moment of nationwide critique of the role policing has in our communities. There are many alternative organizations and approaches that the city can use to perform outreach and address the needs of unsheltered members in our community. Especially in light of the inappropriate and aggressive actions of the Oakland Police Department against peaceful protesters last night - including deploying tear gas before curfew was in effect - I urge the council to use this budget crisis as an opportunity to reevaluate their priorities and take action on our community's call to divest from policing as our primary way of addressing public safety and wellness, and to instead use that money to invest in community-led public safety and homelessness outreach programs.

I am an Oakland resident writing in support of Measure Q Fund proceeds going to help homeless residents and fund parks. Do not use this money to fund any police positions. Police are not mentioned in the ballot measure and OPD already receives a huge portion of Oakland’s budget. We voted to aid our homeless neighbors and support parks, not pay for police.

I oppose any reallocation of public funding to pay for police. I oppose reallocating funds intended for parks and homeless support.
