    Instead of furloughing and cutting the salary and benefits of important Oakland staff that provide important social and community services to the city, can we review the Oakland Police Department budget and assess ways we can defund the violence that they have helped perpetuate against our BIPOC communities. That seems to be a great way to find the budget to make up for any potential revenue gaps during our current economic situation.

    My name is Claudine Tong. I am a member of the First Unitarian Church of Oakland, Genesis and have been a lifelong Oakland Resident.

    1) I am outraged that the City would enact a curfew and then use tear gas downtown on the evening directly following a peaceful march organized by Black and Brown youth from Oakland when there were thousands of youth and Oakland high school students downtown!! Then to make matters even worse, teargas was used on youth at 7:40pm last night downtown which is 20 min before the curfew was supposed to take place!!

    2) The City Budget has the majority of money going to OPD. The current budget has cuts across the board except OPD overtime. The deepest cuts are in Parks & Rec for youth programs!! The main demand of the protests is to divest in policing and instead invest in things that actually help Black and Brown Communities thrive!! If you have to make cuts in the budget the police should be the first place you look. Youth services should be the last.

    My name is Micaela Pronio and I am a GIS Technician with the City of Oakland. I'm a member of SEIU Local 1021 and an Oakland resident. I urge you to work with us to take a hard look at the budget and find alternatives to the Mayor’s proposed cuts. Layoffs, furloughs, and pay cuts should be the City's last option, not the first. The reserve fund exists for a reason and refusing to use that fund while laying us off and furloughing us is cruel. In this time of crisis, Oakland residents need our services more than ever, and depriving them of those services is unfair.

I am commenting today to urge you to work with us to reexamine the budget and find alternatives to the cuts the Mayor has proposed. Layoffs, furloughs, and pay cuts should be the City's last option, not the first. We have a reserve fund for a reason. Refusing to use that fund while laying us off and furloughing us is cruel. In this time of crisis, Oakland residents need our library and other services more than ever, and depriving them of those services is unfair.

    My name is Kelly Frasier. I am a library employee with the City. I am commenting specifically about the Mayor's proposal to consider freezing step increases, a grossly unfair option. I've been an employee for 22 years and am due to get a step increase this July. A step increase is offered in accordance with the salary schedule for the City of Oakland and rescinding it would be a flagrant breech of the agreement that was explicit in the job offer made to me. Creating a two-tier system of earnings in the same classification cannot stand in good faith. The opportunities for being promoted were so slim that it took years to get a promotion while I waited for a co-worker in my department to retire. I shouldn't have to wait an additional year for the wage promised upon being promoted. A step increase is not a wage increase; it is a scheduled, established wage . Lastly, withholding step increases imposes an added concession on select employees, making it even more wrong. Thank you.
