To (1) Extend The Moratorium On Residential Evictions During The Local Emergency Proclaimed In Response To The Novel Coronavirus (Covid-19) Pandemic; And (2) Extend The Moratorium On Commercial Evictions Based On Nonpayment Of Rent That Became Due During The Local Emergency When Tenant Suffered A Substantial Loss Of Income Due To Covid-19

    Please support Oakland renters--folks have been out of work for months and not extending this ordinance will allow landlords to penalize folks who are not paying rent by no fault of their own.

    This renewal ordinance does not have an end date, nor does it tie to the County or state emergency determination. Since Oakland does not have a public health department, how is it equipped to "go it alone" and not follow the County lead.

    Since the eviction moratorium has no payback period stated (San Francisco does, Oakland does not) this will only hurt small owners with the primary impact to minority housing providers in east Oakland. You are pushing out black and brown owners from the City of Oakland. The current moratorium is illegal under California law as the council and City Attorney has received many letters stating as such. This will only result in causing renters to not save for their rent which will ultimately come due.

    Policy such as open ended moratorium on not being required to pay for goods or services received opens the city up to lawsuits. Oakland cannot afford more lawsuits with the budget in such bad shape. Repayment plans and time limits need to be part of the solution.

    I am a community organizer at the grassroots basebuilding nonprofit Asian Pacific Environmental Network, and also a renter. A member of APEN, Li Bing Ying, wanted to share her situation, which we've translated for this online forum as follows: "I support the extension of the moratorium, my family and I are struggling through this pandemic. My son and daughter-in-law both lost their job because of Covid and our current rent is over 60% of my household income. I don’t know how my family and I can recover if we get an eviction notice while dealing with my current situation. I urge council members to support the extension of the moratorium." Please support Oakland tenants today by extending the eviction moratorium and providing the safety to shelter in place during this difficult, unprecedented time. Thank you.

    Please pass this extension of the eviction moratorium as written. It is unconscionable that any landlord would even threaten a tenant with eviction while we have record unemployment and during a pandemic. Forcing tenants to prove hardship to their landlords is an extreme breach of privacy, and many landlords would refuse to believe or accept such documentation anyway. I don't know why landlords think they are guaranteed a return on their investment properties, while renters and workers struggle through lost jobs and reduced income. Landlords are complaining that any tenant can take "advantage" of this moratorium, but renters who lost income will still be required to produce proof of lost income AFTER the crisis is over. This eviction moratorium isn't the free-for-all they are scaring people into thinking it is; it is literally the bare minimum we should expect from our city government.

    Councilman Kalb and Bass in drafting this moratorium as usual they don't get any feedback from small mom and pop landlords, the political tone-deafness demonstrated here is astounding. First there is no financial waiver for landlords all mortgage payments are due in 90 days. Where is the money suppose to come from to keep these properties out of foreclosure. Leadership requires that one group should not be put against the other. This council continues to show they have no interest in representing there constituency that are property owners and only represent tenant interest and their activist groups by not showing real leadership and having balanced approaches continues to escalate the toxic relationships between city, owners and tenants. Yes I agreed with some short term moratorium but proof of financial burden needs to be added and owners shouldn't have to go to small claims court to get back unpaid rent and this moratorium needs to have a end date not when the council decides

    Extend the Eviction Moratorium now! We cannot allow Covid-19 to further exacerbate our existing housing crisis. City Council must act to protect public health, safety, and community stability.

    As a 4Plex, owner occupant, I ditto many of the comments of those in opposition to this open ended extension. No one wants to be displaced, including owners who may lose their homes! Advancing tenant protection agendas during COVID-19, beyond health and safety reasons without making equal provisions to protect rental property owners in Oakland is very irresponsible. I've heard, "property owners can get forebearance on mortgage payments". Well, at some point missed mortgage payments have to be repaid. Some small rental property owners have private/hard money loans that don't fall under the same guidelines as institutional mortgage debt. Extended periods of non-payment of rent will be detrimental to many of these owners. Extend the moratorium within a reasonable timeline for everyone to recovery and include repayment guidelines and a requirement to provide documentation of hardship. Encourage tenants to work out a plan with their landlord and stop encouraging rent strikes!

    If the council is going to take this crisis seriously these protections must be extended. The situation has not changed much from when they were implemented so there is no reason not to. Lets protect the Oakland we have instead of feeding it to real estate speculators who do not care about the city. Thank you

    I strongly support extending this moratorium without any amendments that would weaken its impact! As a resident and renter in Oakland D5, I see so many in our community who are barely scraping by right now. Allowing evictions in this moment will cause a public health crisis and make all of us less safe.

    Please extend this moratorium without any amendments or delays! This moratorium has helped tenants stay in their homes, allowing us to shelter in place and protect public health. But we are not out of the crisis. We need the moratorium to continue.

    Putting a moratorium on evictions without specified re-authorization every 3 months means it is easy for the city to become distracted by other things. Covid-19 has not just affected renters negatively, but landlords as well. Why is it assumed that landlords in Oakland all have unlimited savings to be used for mortgages, property taxes, and maintenance? As a landlord, my tenant’s rent pays for part of the mortgage. I am responsible for the rest, and now I am unemployed too!

    Who wins if small landlords default or go bankrupt and lose their properties? Only banks and those corporations with millions to spare. Not renters, not landlords, but corporations whose only concern is profit.

    Unless this legislation is paired with a moratorium on mortgage and taxes for small mom and pop landlords (less than 2 buildings) the Council is guaranteeing widespread bankruptcies throughout Oakland.

    I am a homeowner (Loren Taylor district) who STRONGLY supports this eviction moratorium. This is a worldwide pandemic and we have a responsibility to protect people's housing. Renters are also the fabric of my neighborhood and community. Homeowners and landlords are already receiving many protections during this time.

    My husband and I live in district 2 and we are struggling to meet ends need due to the pandemic. My family has always done our duty as a good renter and it’s difficult to keep up with all the things that are happening, loss of income, health impact, health concerns, etc. The extension of the moratorium will give renters like me a breath of spaciousness to navigate my well-being. This pandemic calls for a greater unity where landlord and renters should work together and survive this collectively. Please support the moratorium.

    We rent a room in our house and are not charging rent during this time, but tenants should not be left to the choices of individual homeowners/landlords. The city has an obligation to protect people's housing during this time.
