Recommendation: Adopt A Resolution Confirming Mayor Schaaf's Appointment Of Edward Reiskin As City Administrator And Authorizing The Mayor, On Behalf Of The City, To Execute An Employment Agreement With Mr. Reiskin For The Period Commencing On May 5, 2020 And Ending At Midnight On January 30, 2023 And For An Annual Salary Of Three Hundred Twenty-Five Thousand, One Hundred Seventy-Eight Dollars And Twenty-Eight Cents ($325,178.28)
Hookah is a long standing tradition in Arab, Persian, Armenian, Turk, Egyptian, Somali, Moroccan cultures and the flavor ban has devastated the nearly millennia for traditional hookah smoking. For 500 years tobacco cooked in molasses and honey has been an staple part of the social gatherings of these communities. With out an exemption this practice will be lost and many already feared and hated minority groups will lose their business and heritage. I feel hookah lounges and the tobacco they sell is not what was intended to legislate here. Hookah can not be vaped. There have been exemptions in San Diego, El Cajon, Irvine, Los Angles "although delayed due to covid, Culver city, Burbank and on a state level on SB38. I support limiting access to minors but to age restricted stores with 3rd party ID verification the reasonable balance must be made in the interest of saving cultural expression and minority business. Please exempt traditional non-electronic hookah products to 21 and up stores
