    How can you clear a home during shelter in place? A tent is a home to many. Shelter in place means shelter in place!

    Housing is a human right. The clearing of encampments shouldn’t be authorized in the first place let alone during a public health crisis. Give our houseless brothers and sisters proper shelter!

    I support this legislation but it does not go nearly far enough. The City Administrator should not have the authority to clear encampments period. Isn't this proposed legislation theoretically already covered by Martin v Boise? I would urge City Council to take further steps to protect our unsheltered neighbors now and in the future, whether there is a pandemic or not.

    We need to get people into housing, now. In Oakland, there are 4 empty units of housing for every 1 homeless person. Clearing encampments does not solve this crisis of pandemic. It makes it worse. Put people in housing - beating COVID-19 is more important than maximizing the profits of a few real estate investors.
