Although I have concerns about the underlying exclusive agreement allowing a single company to operate bikeshare in Oakland, I support the agreement before the Council today. Oakland needs a robust, dense bikeshare system that serves the entire city and fulfills the promise of bikeshare as an alternative to cars.

However, I urge you to direct OakDOT to object to any proposed pricing changes. The original agreement contemplate pedal-assist bikes in setting the pricing structure. Not only have members supported the core program as it has haltingly been rolled out, if any expanded coverage is to be achieved with e-bikes any surcharges would be inequitable and undermine that intent (since no legacy docks exist in most of east oakland.)

The Council should make clear that if Lyft/Baywheels is sincere about getting people out of cars they must keep bikeshare affordable and accessible to all residents and invest in operations. I urge you continue to support expansion of bikeshare in Oakland.
