DEFINITION OF TERMS:
Consent Item: any action item that a subject matter Committee has forwarded to the full Council with unanimous recommendation for approval and is not controversial, and does not have a high level of public interest as determined by the Rules Committee.
Non-Consent Item: any action that a subject-matter Committee has forwarded to the full Council without unanimous recommendation for approval, or having a high level of public interest, or is controversial as determined by the Rules Committee.
Action Item: any resolution, ordinance, public hearing, motion, or recommendation requiring official vote and approval of the City Council to be effective.
Informational Item: an item of the agenda consisting only of an informational report that does not require or permit Council action.
The research presented by the authors of the proposed ordinance is misleading and cherry picks facts. It leads the constituents to believe that condo conversions are the root cause for renter displacement. That is simply not true. By its own admission there were only 19 conversion projects completed in 2019. It doesn't offer the total number of non-owner occupied units that were converted nor the the total number of tenants displaced but in a city with a population of over 500,000 people the total displacement cant be more than 1/2 of 1/2 of percent.
There is better way that would both protect tenant rights and private property not to mention the preserve and increase the pride and benefits the the city of of home ownership.
I proposed that the legislation be tabled and redraw with the structure below.
The owner of conversion project shall secure a credit for every non-owner occupied dwelling that has been rented 180 days from the application of the project.
