Recommendation: Receive The Annual Informational Report On The Status Of The City's Compliance With The Federal Sewer Consent Decree (CD) Requirements
City Supervisors discovered 2 breaks in the Lincoln main sewer on my property on 6-7-17 that they rated Grade 4. An industry professional said they should have been rated Grade 5's, requiring immediate action. There is also 80 feet downstream that cannot be televised. The City has no idea the condition of their main sewer in that area.
As of Dec 3, it’s been 2 1/2 years since discovery and the sewage is still spilling 24/7. I’ve calculated the total volume of sewage from the 16 houses above me, as approx. 3,636,000 gallons. I’m not saying that all that amount has spilled into my soils, but a significant portion has. That Catagory 1 Wastewater that’s constantly been running underground as free water, has caused voids in my soil. When it rains, it spills out and runs overland draining into the Head Royce catch basin, where it runs into Sausal Creek and out into the SF Bay. These Category 1 SSO’s are subject to penalty but were NOT listed in the 2018-2019 Annual Report.
