8 18-2143 Subject: Caldecott Tunnel Area Improvement Projects Contract

Recommendation: Adopt A Resolution Awarding A Construction Contract To Ray's Electric, The Lowest, Responsible, Responsive Bidder, For Caldecott Tunnel Area Improvement Projects 1, 2, 3, 4, Project No. 1000917, In Accordance With Project Plans, Specifications, State Requirements, And With Contractor's Bid In The Amount Of One Million Eight Hundred Thirty-Three Thousand And Eighty Dollars ($1,833,080)
Since the Department of Transportation misallocated the money and now cannot build Project 2 even though it spent many millions of much lower priority projects, the committee should reallocate money from the Department of Transportation and fully fund the contract. With the full funding of the contract, the residents of the Parkwoods will finally have a way to walk from their homes and not walk on a busy highway. Please fund the full project which is sidewalks from the Parkwoods to the Hiller Light.
The Parkwood Condominiums were at ground zero for the construction and there is essentially no money spent for pedestrian use. Residents at the Parkwoods have no sidewalks to walk their dogs or walk outside their residents.
The City of Oakland needs to provide funds so these sidewalks are built. The report is incorrect. There was strong support from the North Hills Community Association to build the sidewalks. These 8 million dollars are the result of the law suit of the Fourth Bore Coalition and the Fourth Bore Coalition strongly supports building the sidewalks. For some reason, the report omits the Fourth Bore Coalition.
This money was authorized by Caltrans to provide pedestrian and bicycle paths to residents who were affected by the construction of the Fourth Bore of the Caldecott Tunnel. The top priority projects were selected. Unfortunately, the Department of Transportation misspent the money and spent the money on the lower priority project. Now, the second highest priority project "Pedestrian Facilities on Caldecott Lane/Tunnel Road?" is not funded.
There is no money in this section for any sidewalks from the Hiller Light to the Parkwood Condominiums which is contained in Project 2. It is incredible that the Transportation Department has spent hundreds of thousands of dollars for production of the drawings for those sidewalks and because of its bad budgeting, there is no money left for the sidewalks.
