I would hope that the Oakland City Council oppose AB 1191, which I believe would negatively impact Oakland. First of all, a stadium and surrounding residential/commercial/entertainment district would completely overwhelm the area as there is no BART station that directly serves it, and the nearest station, 12th street, isn't really equipped to handle that sort of traffic. The demand for parking would be HUGE, which would negate any environmental benefits the A's are touting. In addition, the amount of construction required for this project would have a huge environmental impact. Renovating the existing stadium would be far more environmentally friendly and just make more sense. Finally, this project would absolutely exacerbate gentrification in Oakland and create even more homelessness. Even if the housing were 100% affordable, which it isn't, the other uses would on their own would create more demand for luxury housing, pricing current residents out.
