Recommendation: Adopt A Resolution: 1) Authorizing The Removal Of Travel Lanes And The Installation Of Class Ii Bicycle Lanes On Telegraph Avenue From 42nd Street To 52nd Street And 2) Adopting California Environmental Quality Act Exemption Findings
Sent email to council members stating opposition to this project for a variety of reasons. Also, want to state that im a 14 year resident of this area. The track record, motif, and competency level of OakDot is extremely questionable for a project of this nature. The project in Kono has highlighted satety concerns and businesses trying to get out of their lease. To reduce the traffic lanes of one of the busiest sections of Telegraph from 4 to 2 lanes simply doesnt make sense from an economical and safety standpoint. This project is a complete rush job and needs to be at least a two phase project that will take in the concerns of the small business and at large community. No Lane Reduction in Temescal!
I am the chair of the Oakland Bicyclist Pedestrian Advisory Commission. I am writing on behalf of myself and another Commissioner, Andy Campbell, not the whole Commission. We support the staff position of a parking protected bike lane in the Temescal area, a continuation with hopefully modifications to the ones originally installed in KONO. The City wants to promote and invite as many bicycle riders to ride the streets as possible. Protected bike lanes are more inviting for the riders who are not hard core, daily commuters, and people with children. While there are many designs for protected bike lanes, staff feels the parking protected is the only way to achieve that in this area. There have been some issues with visibility in the KONO section. The Telegraph design is supposed to address those issues. So we support it as proposed if the Cit will act to remedy any issues that come up right away and not wait 2.5 years for a fix, like in the KONO area. Thank you.
I am a resident of District 2 and user of the existing bike facilities throughout the City, and I support the installation of protected bike lanes on Telegraph Ave. for the following reasons:
- Protected bike lanes are the best design for safe bicycling on Telegraph.
- Safety is paramount when repaving Telegraph, a high-injury corridor. Installation of protected lanes will save lives and improve peoples perception of the neighborhood as a safe area.
- Streets redesigned for walking and bicycling are good for business. Accessing the businesses along this section of Telegraph by bicycle boosts business and provides a more welcoming street design for pedestrians in the area to shop.
- The Temescal Business Improvement District voted three times to support this project. Listen to the business leaders.
- Your approval would be a reaffirmation of the Councils decision to support bike lanes on Telegraph Avenue in 1999, 2007 and 2014.
Telegraph Ave is an important corridor in our city, and must be safely accessible to all our residents traveling on foot, bike, by transit and private car. Please vote to extend the protected bike lanes north to Temescal, and to improve the pilot area in KONO. The purple pedestrian bulb-outs and refuges, improved signal timing for buses, and removal of dangerous intersections with Shattuck, will all make the area safer and more welcoming for everyone, not just those in cars. Oakland deserves the very best bike and pedestrian and transportation infrastructure, and this project can be an example of what can be done elsewhere in the city.
As a longtime resident who lives a half mile from this project area, and who gets around exclusively by walking, biking, and transit, I urge you to support the protected bikeway option on Telegraph Ave, and work to expedite the installation with paving in 2019. This project has been in the works for decades, and a physically protected bikeway option had over 80% public support during the 2014 Telegraph corridor outreach, and similar levels of support during this year's outreach. The Temescal BID voted in favor of the protected bikeway option, and there has been substantial input incorporated into the plans from AC Transit, merchants, residents, neighborhood groups, and the disability community. I request that you vote in agreement with the community consensus and approve the protected bikeway option for construction in 2019. Thank you.
