("Salary Ordinance") To Provide Wage Increases To The Salaries Of Certain Sworn Employees Pursuant To The Memorandum Of Understanding Between The City Of Oakland And The Oakland Police Management Association And The Unrepresented Chief Of Police, Assistant, And The Unrepresented Salary Range Of The Chief Of Police; The Wage Increases Shall Be As Follows: Increase Of 0% Effective July 2019; Increase Of 2.5% Effective The First Pay Period In July 2020; Increase Of 3% Effective The First Pay Period In July 2021; Increase Of 3.5% Effective The First Pay Period In July 2022; And Increase Of 3.5% Effective The First Pay Period In July 2023.

    This is a slap in the face to the residents of Oakland and many of its other civil servants. These funds would be better allocated giving teachers a much deserved pay raise so as to avoid attrition and an unnecessary strike. These funds would be better allocated dealing with the United Nations described humanitarian crisis of 9,000 houseless residents. These funds would be better allocated going anywhere other than to give a raise to a Chief of Police who promoted police officers involved in a scandal involving rape and sex trafficking of a minor. It is nonsensical to provide raises to a police force that is currently still under Federal receivership, and which still profiles and polices Black residents at a disproportionate rate. Furthermore, with seven months left on the current MOU and without input from the Police Commission, this ordinance seems premature at best. For these reasons, you must vote in opposition to this ordinance.
