    I strongly urge you to vote no on these proposals. No raises for OPD should be approved without engaging the Police Commission and without significant time for community input. Here are my concerns:
    1) There is a budget process with community participation, why is this falling outside that process?
    2) The current MOU doesn't expire for 7 months, why is the process of community input and Police Commission participation being circumvented?
    3) OPD remains in receivership. There should be a freeze on salaries until this is lifted instead of rewarding the department for maintaining the status quo.
    4) The City's own Equity Indicators study and the Stanford study of OPD show real disparities across the board. There should be a freeze on the Chief's benefits and salary until significant improvement is shown. No corporation gives bonuses and salary increases when job performance is sub-par.
