6 18-0463 Subject: Acceptance Of Transformative Climate Communities Grant From: Planning And Building Department Recommendation; Adopt A Resolution Authorizing The City Administrator To 1) Authorize The City Administrator Or Designee To Accept And Appropriate One Hundred And Seventy Thousand Dollars ($170,000) In Transformative Climate Communities (TCC) Planning Grant Funds From Proposition 84, Administered By The California Strategic Growth Council (SGC) And Department Of Conservation For The East Oakland Neighborhoods Initiative To The Planning And Building Department (PBD); And 2) Enter Into Grant Agreements In An Amount Not To Exceed One Hundred And Seventy Thousand Dollars ($170,000) In Total With The Following Organizations: Tides Center, Social And Environmental Entrepreneurs, Roots Community Health Center, Social Good Fund, Inc., East Bay Bicycle Coalition, Communities For A Better Environment, Acta Non Verba, East Oakland Collective, Urban Releaf, East Oakland Boxing Association, Higher Ground Neighborhood Development Corp., Planting Justice, Sogorea Te Land Trust, And Other Organizations If Needed For Additional Technical Support Or Expertise

    I want to congratulate East Oakland community organizations and the city’s Planning Bureau on receiving Transformative Climate Communities Planning Grant Funds. The funds are to be used for community driven and neighborhood-wide resilience planning that focuses on developing healthy green infrastructures in six neighborhoods in East Oakland. People in this area have been heavily impacted by social and environmental injustice for a long time, and thus $170,000 will hardly be enough to undo it, but this is a significant step toward it. I commend the city’ effort to work with and be supportive of East Oakland residents and community organizations who will bring their expertise and who have been and will be playing the leading role in the process of creating better and healthier communities.

    I'm heartened that the City of Oakland is making this modest effort to ensure that redlined and environmentally assaulted neighborhoods in East Oakland will get their rightful chance to partake in the community development process for their own neighborhoods. East Oakland community members have been working for years to create thriving neighborhoods in the face of redlining, gentrification, industrial pollution, and political neglect.
    What happens next is critical: the residents of East Oakland will be working to develop a plan to advance their own environmental, economic, and social justice priorities. It is critical that the City of Oakland be ready to let community lead this process for East Oakland, to ensure that the ensuing development meets the needs of existing residents.
