3 16-0907 Subject: Status Update On Progress Of Implementation Of Continuous Bay Trail In Oakland
From: Councilmember Dan Kalb
Recommendation: Receive An Informational Report On The City's Efforts And Progress In Implementing Continuous Bay Trail In Oakland
Please do everything you can to move Bay Trail projects forward. We Oakland citizens need better access to our waterfront, and more connected paths! Let's not draw this out, let's move on it right away. Thank you for your efforts.
Persist in this worthy work for the good of Oakland's residents, visitors and environment. I fully support the City in completing the Bay Trail through Oakland. I walk and bike on the trail that is there; I take neighbors to encourage their appreciation and use of the waterfront and I take visitors from other states. To a person people ask "why is this "just" being developed now?" It seems to be a no-brainer to the users of the trail system. Please persist.
I am writing in support of the City in making a greater effort to help complete the Bay Trail thru Oakland. When this is completed, it will be one more thing our city can be proud of, not to mention the health and economic benefits of a completed trail. My grand son and I love riding the completed portions of the trail. Please move forward on this. The longer you delay, the higher the price tag.
Mike Udkow, President of the Bicycle Trails Council of the East Bay (we are the oldest mountain biking organization in the country with 3000 followers).
Measure DD Bond language calls for:
"Pedestrian and bicycle trail acquisition and construction along Estuary waterfront to provide continuous public access from Jack London Square to Martin Luther King, Jr. Regional Shoreline."
The pace of progress toward filling this promise has slowed, and a specific additional resource is needed.
Progress will require an experienced real estate negotiator to assist the City's Measure DD staff in securing the necessary agreements, including easements, right of entry agreements, maintenance agreements, etc. Such negotiations are beyond the scope of the City's project management staff.
I urge the Committee to
1. Consider this suggestion and to provide appropriate policy direction to Public Works leadership.
2. Request that staff come back to the Committee in the near future with a plan and schedule for closing all of the Bay Trail gaps within 3 to 5 years.
3. Request that staff provide to the Committee scheduled updates to the progress report.
