Recommendation: Adopt The Following Pieces Of Legislation:
1) A Resolution Authorizing The Use Of One-Time Revenues And Excess Real Estate Transfer Tax Revenues For Purposes Other Than Those Denoted In The City's Consolidated Fiscal Policy Adopting A Finding Of Necessity, And Describing Prospective Steps To Be Taken To Return To The Prescribed Uses Of Said Revenues
The council president's budget does not reflect anywhere near an adequate response to the CRISIS of unaffordable housing, displacement, and homelessness in Oakland. #defundopd by 50% and redirect that money toward permanently affordable housing, anti-displacement measures, helping the unhoused, and arts and culture.
Pass the Peoples' budget (Brooks/Kaplan proposal)
- More money for youth jobs
- Less money for cops
- More money for arts & artists
- More money for the unhoused
- More money for housing protections
We cannot continue to increase funding for the OPD when there is no accountability or transparency. I support passing the Brooks/Kaplan budget and to pursue a complete line-by-line audit of the OPD, making all data and findings available to the public.
It's time to #REFUNDOAKLAND #DEFUNDOPD #Pass the Brooks/Kaplan Budget. We need money for communities and people not ineffective crime fighting strategies by a department that has exhibited gross incompetence, negligence, and corruption.
We need adequate funding to be able to serve our community. Employment Services are needed so much. Our clients deserve quality services to assist them in getting employment. Getting the correct funding for services like this will make Oakland safer.
I am a resident of District 1 and work in local schools across Oakland and the proposed budget coming from Guillen, Reid, Campbell-Washington, & McElhaney is an EMBARRASSMENT to our city. I see people all across our community suffering on the streets of Oakland due to a DEEP lack of affordable housing. How is this not a top priority? This is a critical issue that affects the integrity & future of this city. If this conservative budget passes people will further suffer, culture will continue to die and Oakland will no longer be the city we all know and love. PLEASE do the right the thing & vote for the Brooks/Kaplan budget which gets closer to addressing affordable housing head on, and doesn't prioritize developers, residents of The Hills and pushing more money into the corrupt Oakland Police Department. DO THE RIGHT THING! We won't forget.
Adopt the People's Budget. Consider this, the City of Oakland has a higher unemployment rate and nearly 4 times the population of the City of Richmond, yet the City of Richmond provides a 6 to 1 match for their WIOA Funds, City of Oakland needs to put real skin in the game.
I call on the Council to reject the Council President's budget. I feel this budget does not do enough to ensure housing remain affordable and may even accelerate displacement. I call on the Council to adopt the Brooks-Kaplan amendments and adopt policies that invest in more affordable housing. Designating taxes from AirBnB and other short-term rental options is a good beginning.
The overwhelming consensus of Oaklanders is that the Mayor's and the Council President's budgets do not represent the people or the public interest. You have all heard as much for months, and yet the City Council's movement toward a people's budget has been glacial. As a District 2 resident who has been to town halls, city council meetings, and met with council members directly, I have seen first-hand the regressive and entrenched positions on this critical issue. Tonight, you have a chance to take a small but meaningful step towards budget equity by passing the Brooks/Kaplan budget proposal. The city will be watching, and we will be present. Doing the will of the people does not demand the courage you may think it does -- it only requires that you listen and act. It is simple. It is rewarding. And it is necessary.
I am writing in support of the "People's Budget" put forth by Re-Fund Oakland / De-Fund the Police. I have lived in Oakland for 20 years and it breaks my heart to see what this city has become -- pandering to gentrification interests while displacing low-income families, people of color, and artists. The level of funding to the police is immoral. The militarization of the police is dangerous and unjust. I urge the Council to pass the People's Budget, reallocating 50% of police funding and investing in jobs and programs for youth, housing protections, dignified care and shelter for the unhoused, support for the arts. Oakland deserves better.
I am a young 20-something Oakland resident living in District 5. I oppose the budget as it has been proposed and urge the City Council to pass a budget for the PEOPLE of Oakland - not the RICH people of Oakland, but the PEOPLE. The ones living in the streets that need housing, not just better encampments, the ones who are struggling to stay housed and need economic stability, the ones who are being targeted and whose family members have been murdered by the Oakland PD because they are Black and Brown and low/no-income. The budget proposed by Desley Brooks and Rebecca Kaplan stands most in line with the people. As you saw Monday night and have heard throughout the budget process, Oaklanders are NOT happy with the way their hard-earned tax dollars are being wastefully spent. It's time to cut the Oakland PD budget and not let them spend with impunity, just like they kill with impunity. It's time for the people to be heard and given what they need by the government they pay for.
As a member of Larry Reid's district, I fully expect him to vote to #DefundOPD as well as pass the Brooks/Kaplan Budget. It's time to get radically creative with our budget and STOP spending so much money on OPD.
I am a resident in District 3 and oppose the conservative proposed budeget from Guillen, Reid, Campbell-Washington and McElhaney. We need to defund the OPD and direct more funds to social welfare. Gentrification and displacement is killing our city. PASS THE PEOPLE'S BUDGET.
