Recommendation: Adopt An Ordinance, As Recommended By The City Planning Commission, Amending The Oakland Planning Code To: 1) Change Transitional And Supportive Housing Regulations To Comply With State Law; 2) Revise Regulations For Secondary Units; And 3) Make Miscellaneous Minor Changes In Various Chapters Of The Planning Code, And Make Appropriate California Environmental Quality Act

I am strongly supportive of the recommended zoning amendment as approved by the Planning Commission.
The City should be taking active steps to support transit and create affordable housing opportunities. The City's primary role is a land use regulator, and under the current zoning requirements, the City is promoting the use of automobiles and causing a housing shortage. The result is an unnecessary amount of displacement and gentrification and policies that support greenhouse gas emissions and automobile transportation. The current zoning requirements are not consistent with existing City policies such as the City's Climate Action Plan - the recommended amendments will create a more consistent framework and nexus between the City's Zoning and General Plan.
The amendments will increase active transportation, support public transportation, densify our neighborhoods, and create a more resilient Oakland. I strongly support the amendments as recommended by the Planning Commission.
