5 14-0856 Subject: Expansion of Residential Permit Parking Area "D"
From: Oakland Public Works Department
Recommendation: Adopt Resolution Adding Portions Of 20 Streets To Residential Permit Parking Area "D" Located In The Vicinity Of 62nd Street And College Avenue
I support the granting of parking permits so that senior citizens in our neighborhood are able to secure on street parking near to their residences. Right now all day BART parking makes that difficult, and the added permits to nearby neighborhoods as part of the Safeway project will push more people onto our street.
This is long overdue. Safeway has been open for months and the parking in our neighborhood is not getting better. Please approve this so we can begin the two-hour maximum limit for the designated area.
I gathered signatures for 3 of 20 blocks and virtually everyone was enthusiastic. The item's unclear on 2 vs. 4 hrs. but we seek 2. The City Council-approved 12/18/12 Settlement Agreement says “The RPP shall restrict on-street parking by non-residents within the designated areas to a maximum of 2 hrs.” Four would be worse than useless; nonresidents could move cars midday, enforcement would be ineffective, we’d have more traffic and less safety, and local businesses need 2-hr. parking turnover.
I am the local resident that organized the gathering of signatures in support of the expansion of Area D by the addition of Area DD. In April of 2014, I and 12 block captains canvassed the area and received overwhelming support for the 2-hour permit parking program set forth in the petition, with only a few opposed. I submitted signatures representing 297 residences out of the total eligible of 358, for an 83% approval rate, and it would have been higher if we had continued our efforts.
