Recommendation: Adopt An Ordinance Authorizing: (1) The City Administrator, Without Returning To The City Council, To Negotiate And Execute A Disposition And Development Agreement And Related Documents Between The City Of Oakland, And A Development Entity Comprised Of Urbancore Development, LLC, And UDR, Inc., (Or Its Related Entities Or Affiliates) For Sale Of The 12th Street Remainder Parcel Located At E12th Street And 2nd Avenue For No Less Than $5.1 Million And Development As A Residential Mixed-Use Project, All Of The Foregoing Documents To Be In A Form And Content Substantially In Conformance With The Term Sheet Attached As Exhibit A; (2) Set -Aside Of No More Than $500,000 From Land Sales Proceeds For Remediation Of Property, And (3) Appropriation Of $200,000 From Land Sales Proceeds To Fund An Asset Portfolio Management Plan
I am strongly against this proposed development. Owning prime real estate next to the lake gives the city significant leverage to ensure that any development at this location must make a firm commitment to affordable housing. It would be irresponsible for the City Council to sell this land without using this leverage to guarantee that any development on this parcel be committed to addressing the affordable housing challenges Oakland is now facing.
This development should not be approved. The process has not engaged area residents in a meaningful way. What's needed is affordable housing in Oakland; this must be something the city prioritizes, rather than developments which will push out long-time residents of the area.
I worry that council sees protestors as idealists and supporters as pragmatists, and that you are just going through the motions of listening to the opposition because you are required to do so. I implore you to open your minds and hearts and see that opposition to this is the result of informed big picture analysis rooted in a commitment to what is best for the city. We need affordable housing and we need actual democracy, where mass opposition isn't dismissed.
Come out and speak out tonight against the ILLEGAL sale of land that belongs to the PUBLIC to PRIVATE developers who want to build a luxury high rise tower with 0 affordable units! Forty-eight hours ago, Waterfront Action posted a brief description of the April 14 CED Committee recommendation and a survey that asked: "Should Council approve their CED Committee's recommendation that 25% of the land sale proceeds from the sale of the "remainder parcel" be dedicated to a fund for maintenance of Measure DD improvements at Lake Merritt?"
Everything that we love about Oakland will be lost if the East Lake immigrant and low-income community is pushed out by completely inappropriate, unneeded and unasked for eye sores like this horrific sky-rise condominium plan. We should be focusing on how to preserve the original urban gardeners and resilient cultures that are the Southeast Asian refugee, Mexican migrant, and low income Black family communities of the East Lake neighborhoods. STOP THIS DEVELOPMENT. Please. We don't want it.
I am unhappy that public land is being sold for a project with no affordable housing. The benefits for the public are negligible. We need more housing and we have room for development, but this is not a smart use of public land. I hope the city council will reconsider.
Please set aside at least 25% of the proceeds for a special fund to maintain Measure DD improvements at Lake Merritt, as recommended by the CED Committee.
This parcel was created by the Measure DD project, and since 2001 the citizens who developed this plan have expected the parcel sale proceeds to be returned to the project. This is a chance to establish an endowment fund, not to spend the money on operations but invest it and attract private sector funds to keep Lake Merritt looking great.
As a member of the Measure DD Community Coalition Subcommittee on "Obtaining Funding to Assure Maintenance of Lake Area Improvement," we strongly urge CC to uphold the recommendation of the 4/14 CED Committee that unanimously accepted the Coalition's request and allotted 25% of sale proceeds of this "Meas DD remainder parcel" to a dedicated fund. The allotment would serve as a "seed fund" to grow and attract grants and be a "rainy day" reserve to assure maintenance & upkeep into the future.
